Burns was born to Edward J. Burns and Molly on January 19, 1968, in Woodside, Queens. His father was a police officer and public relations spokesperson, and his mother was a federal agency manager. He was the second of his parents’ three children and was raised as a Roman Catholic.

He grew up in Valley Stream, New York, and attended Chaminade High School. Later, he was transferred to Hewlett High School. After completing high school, he joined SUNY Oneonta and Hunter College between 1987 and 1992.
