Bailey was born to Barbara and Elijah Bailey on February 19, 1967, in Decatur, Alabama. Her father worked at an auto factory, and her mother worked at a sewing factory. She had a younger sister, Malorie. Bailey spent her childhood in Tuscumbia and was inspired by her grandmother, Mae Frankie Ford.
Bailey attended the University of Alabama in Huntsville and participated in local pageants. She became the first African American homecoming queen at Dechler High School, and after winning the event, she competed in a homecoming queen pageant. Despite not winning the competition, a Wilhelmina Models talent scout contacted her. She signed a five-year contract with them and moved to New York City.
