Allen was born to Carroll Thompson Allen and Patricia Howell Allen on October 5, 1951, in Carrollton, Illinois. Her mother was a university professor, and her father worked as an FBI agent. Due to her father’s job, her family was often forced to move from one place to another.
Allen attended DuVal High School in Lanham, Maryland, and after graduation, she moved to New York City. She joined the Fashion Institute of Technology for two years to study art and design there. After that, she started a boutique on the University of Maryland campus.
